    peters confession as the rock

i have looked into the scripture that says :
    english standard version
Truly, I say to you, whatever you bind on earth shall be bound in heaven, and whatever you loose on earth shall be loosed in heaven.New American Standard Bible (©1995)
"Truly I say to you, whatever you bind on earth shall have been bound in heaven; and whatever you loose on earth shall have been loosed in heaven.

i have read that the latter translation better fits the original meaning. but i am wondering is there a way to know for certain the meaning? in other words is a matter of properly translating or does it have to do more with knowing the original wording and its meaning? in other words did the original not say it with words but there was a clear meaning understood by the original readers?

it seems that this verse indicates that the apostles where not to allow or condemn church practices without heavenly authorization. thanks, dave

I am not sure it would matter since the Holy Spirit was guiding them.

well , it matters to catholics as they use this scripture to say that they can "loose" and "bind" things to this day. of course these words were spoken to peter and the apostles. if in fact the first translation is more correct it would seem that God would "bend" or "set" his rules to accommodate what the apostles would "bind" and "loose" and not the other way around. and of course this cannot be the case . i have wondered how some could misinterpret this scripture hence the question however it does seem understandable given some of the translations out there.
